That demand-side story is what the 490% move is pricing. Intel's foundry pitch only works if it has anchor customers willing to commit volume to its process nodes; until this year, the public list was effectively empty. The fundamentals remain messy. Intel's chip yields lag well behind TSMC, the industry leader, which means the cost per working die is higher and the margin profile of any foundry deal is weaker than the headline customer wins suggest. Yields are the single hardest variable to fix in semiconductor manufacturing, and they are not improved by partnership announcements.
Inside the company, employees told Bloomberg that Tan has been light on specifics, and that some teams have responded to missed deadlines by adjusting the deadlines rather than recovering schedule. That is a cultural symptom worth taking seriously: a turnaround built on external deal-making cannot hold if the underlying engineering organization is sliding its targets to match reality instead of pulling reality back to plan.
The AI angle is what makes the stake more than a legacy-chip story. Every hyperscaler and frontier AI lab is currently dependent on TSMC for leading-edge accelerators, and the U.S. policy interest in Intel — reflected in the government's shareholding — is explicitly about creating a domestic alternative for AI-class silicon. If Intel can close the yield gap, it becomes a second source for the same workloads driving Nvidia, AMD, and the in-house chip programs at Google, Amazon, and Microsoft.
If it cannot, the customer agreements with Apple and Tesla will quietly shrink, the government's position becomes a political asset rather than a financial one, and the 490% rerating reverses. The skeptics' case is straightforward: stock prices can move on narrative for a year; foundry economics cannot.
Tan's bet appears to be that locking in customers and capital first buys time to fix the manufacturing later. That is the inverse of how most semiconductor turnarounds are sequenced, and it is why the next four quarters matter more than the last four. Investors have already priced the optimistic version.
For the AI hardware market, an Intel that actually executes is the most consequential supply-side change in years — a real second source for advanced packaging and leading-edge logic, at a moment when AI demand is straining TSMC's roadmap. An Intel that doesn't is a cautionary tale about how far a stock can travel on relationships before yields catch up. The 490% has already happened. The chips have not.
