OpenAI proposes 5% US government stake worth $42.6B

Altman pitched the Trump administration on a sovereign holding as OpenAI seeks to defuse Washington pressure at an $852B valuation.

OpenAI has proposed handing the US government a 5% stake in the company, a holding worth roughly $42.6 billion at the $852 billion post-money valuation set in its March 2026 funding round. Sam Altman floated the arrangement in early conversations with the Trump administration, according to the Financial Times, as OpenAI works to defuse more than a year of Washington pressure. The proposal is the most direct offer any frontier AI lab has made to bring the US government onto its cap table.

The structure OpenAI has sketched extends beyond itself. Anthropic, Google and Meta were named as potential participants in a sovereign wealth fund vehicle that would hold similar stakes across the leading US AI companies. None of those firms has publicly signaled agreement, and it is not clear whether the White House intends to pursue the arrangement at all.

Altman first raised the idea directly with the Trump administration in early 2025, and OpenAI has been talking to Washington about some form of government participation for more than a year. In April 2026, the company proposed a 'public wealth fund' that would hold assets capturing growth in AI companies and distribute the economic benefits to the public — the same conceptual chassis now being pitched at the 5% level.

The OpenAI valuation math is what makes the offer material. A 5% slice at $852 billion post-money is $42.6 billion, larger than most sovereign holdings the US government currently maintains in private companies. If Anthropic, Google and Meta ceded equivalent stakes at their respective valuations, the combined portfolio would sit among the largest state-linked equity positions in the country.

The Trump administration has precedent for this playbook. In August 2025, the government took a 10% stake in Intel through an $8.9 billion investment in the chipmaker's common stock. The administration has also acquired positions in IBM and in companies working on quantum computing and critical minerals. In May 2026, Trump said he should have asked for a bigger stake in Intel.

Trump has described US ownership stakes in AI giants as making Americans 'partners in this revolution.' Altman and Trump appeared together at the G7 Summit in Evian-les-Bains, France on June 17, 2026, where AI policy was a working-lunch agenda item.

The political logic for OpenAI is straightforward. The company is under pressure from multiple directions in Washington — copyright litigation, safety hearings, antitrust attention on its Microsoft relationship, and a broader mood in which frontier labs are being treated as strategic national assets rather than pure private companies. Offering the US government direct equity converts a regulatory adversary into a shareholder with an interest in the company's continued success.

The economic logic is thornier. A 5% dilution at scale is real, and OpenAI's existing investors — Microsoft chief among them — would have to accept the arithmetic. The proposal also raises novel governance questions: whether the government would take board representation, whether it would have information rights on model releases, and how a sovereign stake interacts with OpenAI's unusual capped-profit structure and nonprofit parent.

Skeptics inside the AI industry will point out that neither Anthropic, Google nor Meta has agreed to participate, and that OpenAI cannot unilaterally commit its competitors to a shared sovereign fund. There is also no public timeline, no confirmation the White House will engage, and no indication of what OpenAI would get in return — implicit regulatory forbearance, procurement priority, or something more explicit.

The proposal marks a genuine break in how the AI industry positions itself against the state. For a decade the operating assumption in Silicon Valley was that government involvement in equity was a European or Chinese pattern to be avoided. OpenAI is now proposing to invite it. Whether the Trump administration takes the deal or leaves it, the fact that a $852 billion company is offering $42.6 billion of itself to Washington resets the baseline for every other frontier lab's political strategy — and puts direct pressure on Anthropic, Google and Meta to say publicly whether they would do the same.
