Washington tightened restrictions on foreign-made advanced robotic systems in July and August 2026 and imposed steep tariffs on imported drones and their components, with the drone duties taking effect in September and additional component tariffs following in 2027. The moves extend an FCC framework, the Covered List, that started in 2021 with telecom and surveillance gear from Huawei, ZTE and Hikvision and has since grown to cover drones and now advanced robots. The problem for US policymakers is arithmetic: five Chinese manufacturers shipped 86% of the world's humanoid robots in the first half of 2026, according to Counterpoint.
Global humanoid shipments reached 22,000 units in H1 2026, and the top five makers by volume — AgiBot, Unitree, Galbot, UBTECH and Leju Robotics — were all Chinese. US firms are operating at a far smaller scale, Counterpoint Research principal analyst Soumen Mandal said. That imbalance is what the new US rules do not directly touch: tariffs and Covered List additions can wall off the American market, but they do nothing to shrink China's global manufacturing lead or its cost structure.
Ankur Saxena, an investment director at TDK Ventures, argued the split is structural rather than technological. Unlike semiconductors, he said, robotics does not hinge on a single chokepoint one country can control. The US holds the lead in frontier AI, software and semiconductor design; China holds the lead in factories, supply chains and unit economics.

That gap is self-reinforcing. Lower prices let Chinese firms deploy more robots into real environments, which generates operating data that improves the next generation of models, which drops costs again. Unitree is bringing more of its component stack in-house. XPeng, an EV maker, is porting its chip and vehicle-manufacturing muscle into humanoids. The result is a cost curve US firms cannot match on price alone.
Sanctions do not change that math. If Chinese robotics loses the US market, it still has a domestic market and clear expansion lanes into Europe, Southeast Asia, Latin America and the Middle East — regions where labor shortages and cost sensitivity favor cheap automation.

Mandal expects Chinese humanoid makers to follow the playbook Chinese EV firms already ran: build scale at home, export aggressively, then stand up local production in target markets. Countries with aging workforces and manufacturing labor gaps look like the earliest overseas customers, particularly for repetitive factory work.
The drone market shows what the split looks like once it matures. Bentzion Levinson, founder and CEO of Virginia-based Heven AeroTech, described two parallel ecosystems: a US-led market built around American-made, NDAA-compliant systems, and a China-led market built on low-cost, high-volume production. Western firms are unlikely to win the low-end consumer drone segment on price, he said, but can carve out long-range autonomous systems for defense and critical infrastructure, where security requirements outweigh unit cost.

Levinson also flagged where the next round of competition happens. Batteries and payload architecture are the constraint on what drones can actually do as flight times, sensor loads and autonomy demands grow. Whoever owns that layer sets the ceiling on the platforms above it.
Agility Robotics welcomed the FCC's July move, saying restrictions could keep foreign advanced robots from becoming embedded in US supply chains the way Chinese drones already are. The company noted its Digit humanoid is designed and assembled domestically, while asking Washington to preserve access to the tools and components American robotics research still depends on.
The alternative to a China-centric supply chain is not a purely US one, Saxena said — it is an allied one. Japan brings decades of industrial-robotics know-how, South Korea contributes electronics, batteries and automotive integration, and Taiwan anchors semiconductors. None of them individually replaces China, given how deeply Chinese components sit inside global robotics bills of materials, but together they could form a middle tier. Hyundai, which owns Boston Dynamics, and Toyota are already investing in humanoids from that direction.
The likely outcome is not a clean two-bloc split but a regional one. Yang Fang of California agtech firm Beagle Technology told TechCrunch that robotics companies increasingly design for their home labor markets and customer bases — Chinese firms for China and nearby geographies, US firms for North American industry, Asian allies for the space in between. Regulation is accelerating a segmentation that market pull was already driving.
For US robotics investors and buyers, the practical read is that access restrictions buy time but not a lead. The domestic market can be defended, defense and critical-infrastructure segments look like durable US strongholds, and allied supply chains through Japan, South Korea and Taiwan are the realistic path to competitive volume. But on cost per humanoid unit and shipments per quarter, catching Unitree and AgiBot requires a decade of industrial investment the US has not yet started. Policy has drawn the map; the factories still have to be built.
