IBM is using its Think 2026 keynote to reposition itself as the governance layer of enterprise AI rather than a contender in the foundation model race. The company has rebranded Watson X Orchestrate as an 'agentic control plane' designed to let Fortune 500 customers deploy and supervise agents from Anthropic, OpenAI and Google alongside their own internal systems under one policy regime.
The pitch is a sharp departure from the original Watson era, which leaned heavily on IBM's own AI brand. "I remember going to some AI conferences, maybe like three or four years ago, and IBM was there talking about IBM Watson," Jaeden Schafer said on the podcast, noting that the franchise has faded from the mainstream conversation despite a string of enterprise deals.
Watson X Orchestrate, in IBM's new framing, sits between regulated enterprises and the model providers they want to use. It bundles identity, an audit layer and unified policy controls so a bank or insurer can route work to Claude, GPT or Gemini without writing bespoke compliance scaffolding for each one. That puts IBM in the middleware seat that incumbents such as ServiceNow, Salesforce and the hyperscalers are also targeting.

Around the control plane, IBM announced a wider stack aimed at the same buyer. IBM Cofluent handles real-time data, IBM Concert covers operations, and IBM Sovereign Core is built for customers who need AI to run inside specific national jurisdictions — a direct play for European, Middle Eastern and Asian regulators tightening rules on cross-border data and model use.
The company also shipped IBM Bob, which it describes as an agentic developer partner. The naming raised eyebrows on the show. "I just, I don't know, leave it up to IBM to name their agent Bob," Schafer said, contrasting the choice with Anthropic's Claude and Google's Gemini. The branding is unfashionable, but the product slots into the same coding-agent category that GitHub Copilot and Cursor have turned into one of the fastest-growing AI segments.
What is striking is what IBM is no longer trying to do. Schafer argued the company has effectively conceded the model layer and is repositioning as a neutral supervisor for whatever frontier system a regulated buyer prefers. They're not trying to compete on the model layer, they know that they've lost that to open anthropic and Google, they're just trying to kind of rent their self out as the governance layer, he said.
That stance trades upside on raw model performance for a defensible niche. Banks, insurers, healthcare systems and government agencies need provenance, access controls and jurisdictional guarantees before they let an agent touch a customer record, and few of them want to be locked into a single AI vendor. A control plane that treats Anthropic, OpenAI and Google as interchangeable backends, while enforcing one audit trail, maps directly onto how procurement teams already think about cloud and identity.
The risk for IBM is that the same hyperscalers it depends on for distribution — and increasingly Anthropic and OpenAI themselves — are building competing governance and agent-orchestration tools. Whether Watson X Orchestrate becomes the default cockpit for Fortune 500 agent deployments or another enterprise stack that gets squeezed by the model labs will define the next phase of IBM's AI strategy.
