Apple has secured regulatory approval to launch Apple Intelligence in China, clearing the final barrier to shipping its generative AI stack in a market where the company booked $20.5 billion in sales last quarter. The Cyberspace Administration of China signed off after Apple agreed to integrate Alibaba's Qwen model into Apple Intelligence for Chinese users, Reuters reported Wednesday. The deal covers iOS, iPadOS, macOS, and visionOS.
Greater China revenue climbed 28% year over year in the second quarter, and Apple recently regained the No. 2 position in China's smartphone market after a shopping-festival discount cycle on the iPhone lineup. Apple Intelligence has been available in Western markets since 2024, and the absence of an equivalent feature set in China has been the most visible gap in Apple's AI story. Regulators there require domestic model partners for generative AI services aimed at Chinese consumers, which forced Apple to find a local counterparty.
Alibaba is that counterparty. In a statement to CNBC, the company confirmed Qwen will be integrated into Apple Intelligence experiences, covering AI capabilities like text and image understanding and generation. Alibaba did not provide a launch timeframe, and neither company has disclosed financial terms.

The path to this deal was longer than Apple would have liked. Apple was previously reported to be in talks with Baidu, but ran into issues adapting Baidu's models for Chinese customer requirements. It also evaluated DeepSeek and models from ByteDance before landing on Alibaba. Each detour pushed back the launch of Apple Intelligence in China by months.

Investors read the outcome as a Qwen validation event. Alibaba's U.S.-listed shares rose 4% in pre-market trading on the news and were up more than 6% by the time of publication. For a company whose cloud and AI unit has been rebuilding a narrative around Qwen as a global-tier open model family, becoming the default AI layer inside every new iPhone sold in China is the kind of distribution win that no marketing spend can replicate.
For Apple, the calculus is narrower but just as important. Apple Intelligence is the pitch behind the current iPhone upgrade cycle, and shipping the same feature set in China closes a marketing gap that competitors including Huawei and Xiaomi have been exploiting with their own on-device AI stacks. The No. 2 ranking Apple just retook is not secure — it was helped along by discounts — and a functional AI story matters for holding that ground into the next product cycle.
The architecture also sets a template for how Western AI products enter China. Rather than trying to license or localize a US-trained model, Apple is running a dual-stack approach: its own models and OpenAI's ChatGPT integration abroad, Alibaba's Qwen inside China. Google, Meta, and other US firms watching this deal will note that regulatory approval came only after a Chinese model partner was locked in, not before.
Open questions remain around what data flows where. Apple has historically routed Apple Intelligence requests through on-device processing and its Private Cloud Compute infrastructure, and neither company has spelled out how Qwen-served requests will be logged, retained, or handled under China's data-security regime. The absence of a firm launch date also suggests final engineering and compliance work is still underway.
The strategic read is that Apple has resolved its single largest AI liability by outsourcing the model layer in its second-biggest market. That preserves the iPhone as a competitive AI platform in China without forcing Apple to build a China-specific foundation model itself — a project that would have taken years and produced a product Apple could not use anywhere else. Alibaba, meanwhile, gets a distribution channel that instantly puts Qwen in front of the highest-value smartphone users in the country. Both sides needed this deal more than the pricing negotiation suggested, which is likely why it closed.
