Abu Dhabi signed four agreements with OpenAI on Monday, November 2, after Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, met OpenAI CEO Sam Altman. The deals cover energy, government services, investment, and a five-year push to spread frontier AI across the UAE's public sector, businesses and schools.
The energy agreement brings together ADNOC, G42 subsidiary Inception42 and OpenAI. It makes ADNOC the first energy-sector company to deploy OpenAI's frontier technology, running GPT models on in-country inference infrastructure in the UAE.
The government deal launches what Abu Dhabi calls the Machine-Readable Government initiative. It converts selected policies and regulations into machine-readable formats so AI systems can support compliance assessments for permits and certificates. The Department of Government Enablement - Abu Dhabi leads and governs the program.
