FAA taps Air Space Intelligence for $875M AI air traffic system

The Federal Aviation Administration will spend $875 million over 12 years on an AI-driven air traffic management platform built by Air Space Intelligence, its most concrete answer yet to a controller shortage that has snarled US airspace. The program, called SMART — Strategic Management of Airspace, Routes, and Trajectories — is a cloud-based system designed to sit on top of the FAA's existing air traffic infrastructure and give controllers automated help predicting flight conflicts before they materialize.

SMART will roll out first in the Washington, D.C. metropolitan area, one of the most congested and politically sensitive airspaces in the country, before expanding to other regions. The FAA describes SMART as a platform that ingests airline schedules, weather, airport capacity, airspace conditions, and operational constraints, then uses AI to predict traffic flows and identify potential conflicts before they occur. In plain terms, the software is meant to see the pile-up coming and route around it before a human controller has to.

The $875 million price tag averages out to roughly $73 million per year across the 12-year term, a relatively modest annual line item against an FAA budget that runs above $20 billion. It is also one of the largest publicly disclosed AI contracts issued by a US civil aviation regulator, and it plants Air Space Intelligence — a Boston-based startup that has spent years selling optimization tools to airlines — squarely inside the federal air traffic stack.

The context for the deal is a controller workforce the agency itself has called critically short. Earlier this year, the FAA announced what it described as a bold, new hiring plan meant to erase the longstanding staffing shortage, and the agency is separately engaged in a broad effort to modernize aging radar and communications systems that in some facilities still run on hardware and software dating to the 1980s and 1990s. SMART is being positioned as a force multiplier for the controllers the FAA already has, not a replacement for the ones it is trying to hire.

That framing matters. The National Air Traffic Controllers Association and other labor groups have historically pushed back against any technology described as automating controller judgment, and the FAA has been careful to describe SMART as a decision-support tool that enhances existing systems rather than displacing them. The AI predicts and recommends; a human still owns the clearance.

For Air Space Intelligence, the contract is a step-change in scale. The company has built its business on selling flight-planning and dispatch optimization to commercial carriers, where its software helps airlines reroute around weather and congestion in near-real time. Winning a 12-year federal program moves it from vendor-to-airlines to vendor-to-the-agency-that-regulates-airlines, a categorically different position in the aviation software market.

The rollout carries real execution risk. Federal aviation IT programs have a long history of budget overruns and delayed cutovers — the FAA's NextGen modernization effort has been in various stages of deployment for nearly two decades and repeatedly missed milestones. A cloud-based AI platform interoperating with legacy en route and terminal systems is exactly the kind of integration that has tripped up prior programs, and Washington-area airspace, which includes both Reagan National and restricted government corridors, is an unforgiving place to debug new software.

There is also the open question of what AI actually adds over the deterministic optimization tools already in use. Air traffic flow management has been a computational problem for decades; the pitch for SMART is that machine-learning models trained on years of flight, weather, and capacity data can surface conflicts earlier and with fewer false positives than rule-based systems. Whether that pitch survives contact with contested airspace and edge-case weather is what the D.C.-area pilot will actually test.

For AI companies, the message is that the largest available customers are no longer only the hyperscalers and the Fortune 100 — the US government is writing multi-year checks for domain-specific AI platforms, and the winners are startups with deep vertical expertise rather than general-purpose model providers.
