Meta rolls out Business Agent globally on WhatsApp and Instagram

After nearly two years of testing in India and Mexico, Meta's customer-service AI is going worldwide with token-based pricing for large accounts.

Meta is rolling out its customer-service AI bot, now branded Meta Business Agent, to WhatsApp Business users worldwide, ending nearly two years of testing in markets including India and Mexico. The agent also lands inside Instagram DMs on the same day. Large enterprises will pay based on token consumption; smaller merchants will see the agent bundled into tiers of WhatsApp Business Premium. The move turns WhatsApp from a messaging surface into a billable workflow product for small and medium businesses.

The agent handles the standard customer-service stack: answering product questions, recommending items, booking appointments, qualifying sales leads, and handing off to a human when a query escalates beyond its scope. Meta said the AI agent can answer customer questions, recommend products, book appointments, qualify sales leads, and reroute queries to a person if needed. It is the same capability set most enterprise chat vendors now ship, packaged inside the messaging app that already sits on phones across Latin America, South Asia, and parts of Europe.

WhatsApp has long been the de facto storefront for sole proprietors and SMBs in those regions, but Meta has struggled to monetize that traffic beyond per-message fees and click-to-WhatsApp ads. Token-based billing for AI conversations gives the company a usage-priced revenue line that scales with engagement rather than ad load. It is the clearest answer yet to the question of how Meta plans to extract real margin from business messaging.

India and Mexico served as the long testbeds, two markets where WhatsApp already functions as commerce infrastructure. Nearly two years of live deployment with merchants in those countries gave Meta the failure modes — language coverage, hand-off triggers, fraud and refund flows — that a global rollout demands. The company is not disclosing how many businesses participated, only that the testing window stretched across both markets before this Wednesday's expansion.

Beyond customer chat, Meta is testing a daily briefing feature that summarizes overnight conversations and surfaces insights for the merchant. That capability is in trials with select accounts on WhatsApp Business, Instagram Pro, Messenger, and Meta Business Suite. The pitch is asynchronous: the agent works the night shift, the owner reads the recap in the morning.

A larger roadmap sits behind the launch. Meta said it is working to add market research, product-feature highlighting, calendar management, and connectors that pull competitive insights from outside tools. It is also building a platform aimed at larger enterprises that lets them author custom agents and wire them into Shopify, Zendesk, and Shopee. That last set of integrations is the tell — Meta is no longer content to be a chat layer in front of someone else's commerce stack and wants to host the agent logic itself.

There is also a discovery angle. Meta said it is working to let the agent surface businesses when a user searches for one inside a chat or asks to share contact details. That folds the agent into WhatsApp's social graph rather than confining it to a customer-support widget, and it edges WhatsApp closer to a transactional search surface — territory Google and, increasingly, OpenAI's ChatGPT have been moving into from the other direction.

The competitive frame matters. Shopify already ships its own AI assistant for merchants. Zendesk has spent the past two years repositioning as an AI-agent platform. Meta's advantage is distribution: WhatsApp Business is already installed on the merchant's phone, and the customer is already in the thread. Meta does not have to win the agent benchmark; it has to make the default agent good enough that merchants do not bother integrating a third party.

The model is unproven at scale. Token-based pricing exposes merchants to variable bills, and a hallucinated price quote or a wrongly booked appointment carries direct commercial cost in a way that consumer-chatbot mistakes do not. Meta has not disclosed accuracy figures, hand-off rates, or the dispute mechanism when an agent commits a small business to something it should not have. Two years of testing in India and Mexico is a long runway, but the global SMB base is more linguistically and operationally fragmented than either market on its own.

For Meta, Business Agent is the most direct path yet to turning WhatsApp's three-billion-user base into a usage-priced revenue stream rather than an ad-adjacent one. For the broader AI market, it is another data point that the most valuable agent deployments may not be the general-purpose assistants competing on benchmarks, but vertical agents sitting inside the messaging surfaces buyers already use. Shopify, Zendesk, and the standalone AI-CRM vendors now have to compete with a free default that ships pre-installed on every customer's phone.
