The Finnish AI lab from the ex-Silo AI CEO is betting on quantum-inspired compute and a 5-to-10-year horizon, funded entirely by angels.

QuTwo, the Finnish AI lab founded by former Silo AI CEO Peter Sarlin, raised a €25M ($29M) angel round at a €325M ($380M) valuation, the company confirmed this week. The round is unusual for its size and structure: no venture capital, no strategic investors, just angels. QuTwo also disclosed $23M in committed revenue from enterprise design partnerships, including one with retail group Zalando.

The valuation lands well below the billion-dollar marks set by other European AI labs in recent weeks, and that is the point. Former DeepMind researcher David Silver raised $1.1B for Ineffable Intelligence last week, and Yann LeCun's Ami Labs pulled in $1.03B. Sarlin, who is an investor in Ami Labs, opted for a fraction of that to keep QuTwo on a five- to ten-year horizon without growth-round pressure.

"AI is the North Star that we will continue to aim for. Quantum is just a new type of compute," Sarlin said, pushing back on the framing of QuTwo as a quantum company. The core product, QuTwo OS, is an orchestration layer that routes workloads across classical, quantum, and hybrid hardware. The bet is that most enterprise use cases are better served by quantum-inspired computing — classical chips simulating quantum behavior on more reliable silicon — than by physical quantum machines.

Sarlin sold Silo AI to AMD for $665M in 2024 and has used the proceeds, via his family office PostScriptum, to incubate two companies: QuTwo and NestAI. NestAI raised roughly $115M in a round led by Finland's sovereign fund and Nokia. QuTwo, by contrast, was running purely on PostScriptum capital until a soft launch earlier this year drew enough inbound interest to justify outside money.

The angel list is the round's strategic asset. It includes Yuri Milner, Xavier Niel, Nico Rosberg, Dieter Schwarz, and Niklas Zennström, alongside founders from Hugging Space, Legora, Miro, Skype, Supercell, and Wolt. Sarlin expects those investors to open enterprise doors across Europe — a more useful currency for QuTwo than the kind of capital that comes attached to growth targets.

"I had a lot of investors who would have wanted to pour a lot of money into making Silo into Europe's OpenAI, but I didn't believe in that play," Sarlin said. The line frames his read of the European AI market: throwing nine or ten figures at a frontier-model challenger to U.S. labs is, in his view, a structurally losing bet. The opening, he argues, is in the next paradigm rather than the current one.

QuTwo has grown to 50 quantum and AI scientists, with a recent expansion into Sweden. The leadership bench includes Sarlin's Silo AI cofounder Kaj-Mikael Björk and Kuan Yen Tan, a cofounder of Finnish quantum hardware firm IQM, which is on track to go public. That overlap with IQM signals where QuTwo expects the compute substrate to head, even if its near-term revenue comes from classical and hybrid deployments.

The geopolitical context matters. European policy momentum is shifting toward sovereign alternatives to U.S. tech providers, and Finnish-built AI infrastructure benefits directly from that. QuTwo is positioning itself for the region's existing strengths — automotive, life sciences, and gaming — rather than trying to compete on chatbots or general-purpose foundation models.

"We are on a mission to build the globally leading AI company for the next paradigm, given that Europe did not succeed in building the AI company for this era," Sarlin said. He frames the move as a generational reset: rather than chase OpenAI on its turf, build for the architecture that comes after.

The skeptic's case is straightforward. Quantum-inspired compute is a niche pitch, the timeline to genuine quantum advantage in enterprise workloads remains uncertain, and $23M in committed revenue is a thin foundation against the capex curves that frontier AI development demands. A $380M valuation on an angel round also limits QuTwo's option value if compute economics shift faster than the five- to ten-year horizon assumes.

Sarlin's structure is the more interesting story than the headline number. By refusing VC money at a moment when European AI labs are raising billion-dollar rounds, QuTwo is testing whether a well-capitalized founder with enterprise revenue and a strategic angel list can build a frontier company without the growth-stage treadmill. If it works, it becomes a template for the next wave of European founders who would rather optimize for autonomy than valuation.
