Samsung Electronics is rolling out ChatGPT Enterprise and Codex to employees worldwide, in what OpenAI is calling one of its largest enterprise AI deployments to date. The announcement, made by OpenAI, covers both the general-purpose chatbot and Codex, OpenAI's coding agent aimed at software engineers. Samsung Electronics is the world's largest memory chipmaker and one of the largest consumer electronics manufacturers, with a global headcount above 270,000.
The deal lands OpenAI inside one of the most strategically important corporate footprints in technology. Samsung Electronics builds the memory chips that power much of the AI infrastructure boom, ships hundreds of millions of smartphones a year, and runs sprawling semiconductor fabs, display lines, and consumer-products divisions. Putting ChatGPT Enterprise and Codex on the desks of that workforce is a scale event for OpenAI's commercial business, even without a disclosed contract value.
ChatGPT Enterprise is OpenAI's business tier, with admin controls, SSO, data-residency options, and a contractual commitment that customer prompts are not used to train models. Codex, the coding agent OpenAI relaunched earlier this year, is positioned for software-engineering teams that want an AI collaborator that can read repositories, write patches, and execute multi-step tasks rather than just autocomplete a line.

For Samsung Electronics, the rollout reframes a relationship that until recently was defined by caution. In 2023, the company restricted employee use of public ChatGPT after engineers were reported to have pasted sensitive source code into the consumer product. The enterprise tier directly addresses that failure mode, and the new deployment effectively flips Samsung's posture from defensive to offensive on generative AI in the workplace.
The Codex piece is the more pointed signal. Samsung Electronics employs tens of thousands of engineers across semiconductors, mobile, displays, and home appliances. Rolling Codex out across that base is a bet that AI coding agents are now reliable enough to be a default part of an engineer's toolchain, not an experimental side project. It also puts OpenAI in direct competition with GitHub Copilot, Anthropic's Claude Code, and Google's Gemini Code Assist for the Samsung software stack.
OpenAI is framing the announcement as one of its largest enterprise deployments, language the company has used sparingly. Earlier 2025 enterprise wins it has highlighted include large rollouts at consultancies, banks, and government agencies, but a manufacturing and consumer-electronics giant of Samsung's footprint is a different category — both for the variety of internal use cases and for the supply-chain proximity to the chips OpenAI itself depends on.
Samsung has its own AI ambitions. The company ships Galaxy AI features on its phones, runs an internal Samsung Gauss family of models, and partners with multiple model providers across product lines, including Google for on-device Gemini features in Galaxy hardware. The OpenAI deal is therefore best read as a workforce-productivity decision rather than a model-supplier verdict — Samsung is hedging at the product layer while standardizing at the employee layer.
There are open questions. Neither company disclosed contract value, seat count, deployment timeline, or which Samsung Electronics divisions go first. It is also not clear whether the rollout extends to Samsung's broader chaebol structure — Samsung SDS, Samsung Display, Samsung SDI — or stays inside Samsung Electronics proper. Without those numbers, the size claim is harder to weigh against deployments at other Fortune 100 customers that have publicly disclosed seat counts.
The competitive context also bears noting. Anthropic has been winning headline enterprise wins of its own, and Microsoft continues to push Copilot bundled into Microsoft 365 at aggressive prices. OpenAI's enterprise business needs anchor customers that lend the product credibility outside the startup and consultancy bubble, and Samsung Electronics is exactly that kind of anchor.
The most interesting strategic read is the loop this closes for OpenAI. The company buys high-bandwidth memory from Samsung and SK Hynix to train and serve its models, and is now selling AI software back into the workforce that builds those chips. As OpenAI scales toward the compute footprint its frontier roadmap requires, embedding its products inside the supplier base is not a bad place to be — it makes the relationship two-way, and gives Samsung Electronics a direct line into how its hardware decisions affect the workloads OpenAI runs.
